From an A10 Speeding Ticket to Patente B: Story of a Dual Citizen Driving in Italy
If you have ever driven the breathtaking, cliff-hugging stretch of the Autostrada A10 (Autostrada dei Fiori) connecting Genoa, Italy to Nice, France, then you know it’s a masterclass in focused driving. That was exactly where I found myself during the 2023 Christmas holidays. It was my family’s very first trip together to Italy, and we began in Sanremo.
If you've never experienced Sanremo during Christmastime, it is pure magic. The palms are wrapped in fairy lights, the historic La Pigna district hums with festive cheer, and the crisp winter air smells of roasted chestnuts and sea salt. It’s the perfect winter escape, until you see the flash.
The Tunnel Flash: Caught by an Italian Speed Trap
We were in transition somewhere along the cliffsides between Sanremo and Nice. Emerging from the darkness of a tunnel, a blinding flash hit our rental car.
My stomach dropped. I wasn't trying to speed; I was simply a safe driver trying my best to navigate a newly traveled, highly technical highway with unfamiliar signs. I wasn't even sure what would happen next.
As an Italian-American dual citizen who had just proudly attained my Italian citizenship earlier that summer, I was traveling on my US driver's license alongside an International Driving Permit (IDP) issued by AAA. Legally, I was perfectly clear to drive. But the Italian government had absolutely no driving or historical record of me in their system.
Would the ticket even find me? Would it just vanish into thin air?
We continued our holiday a bit more cautiously, determined not to incur any unnecessary fines as we continued traveling through France. We ended our trip in Paris and overall considered the holiday a success!
But a few months after returning home, the reality of global car rental tracking caught up with me.
How an Italian Traffic Ticket Finds International Drivers
Many expats and tourists wonder how a ticket catches up to them across continents. It's an automated, multi-step process:
The Autovelox logs the plate: The camera matches the speed violation to the vehicle’s license plate.
The Ministry queries the Rental Company: The Italian authorities contact the rental agency holding the car's registration.

Because I was driving on a US license at the time, there was a small silver lining: I did not accumulate or get penalized any points on my US driving record, as the American and Italian licensing systems do not share point registries. However, the financial fines remained fully due.
The One-Year Clock: Moving to Torino
Fast forward to the summer of 2024. My family made the big leap and moved permanently to Torino. That was when the real countdown began. In Italy, non-EU residents are legally allowed to drive on their foreign license and IDP for exactly one year after establishing residency. Once that 365-day clock hits zero, your foreign license is completely invalid.
Worse yet? Italy does not have a reciprocity agreement with the United States. It doesn't matter if you've been a safe, exceptional driver for over 20 years like me. I had plenty of driving experience: massive dually one-ton trucks with 32-foot gooseneck trailers loaded full of equipment, towing boats and other watercraft, construction vehicles, dump trucks, boom lifts and loaders... Italy does not care. The Italian Ministry of Transportation doesn't care. To stay behind the wheel, you have to start from scratch and earn your Patente B.
The Frustration of Traditional Study Material
I dove headfirst into trying to get my Foglio Rosa (the pink slip/learner's permit). But as someone who didn't speak fluent Italian yet, the resources available were a nightmare:
